But then it occurred to me that you humans are not so naturally inclined to work cooperatively, as the way we animals are. We animals of a kind must stick together, otherwise one of us is dinner. Policies set expectations, which is a good thing. Expectations allow us work cooperatively, because they let us know what to expect from each other.
